Alleged tobacco ‘mastermind’ arrested after major Melbourne raid

Melbourne authorities have charged the alleged ringleader of a criminal syndicate believed to supply illegal tobacco across the city, following a raid on a North Coburg property.

The 49-year-old man is accused of orchestrating a massive operation that imported seven tonnes of tobacco, five million cigarettes, and 5,000 vapes, avoiding an estimated $36.3 million in Commonwealth taxes.

Police seized around 70 pallets of tobacco products in coordinated raids across Campbellfield, Coburg North, Meadow Heights, Mickleham, Gladstone Park, and Craigieburn. The accused allegedly used connections in the freight and logistics sector to distribute the products to multiple warehouses and 20 tobacco shops under his control.

A 29-year-old man from Meadow Heights was also arrested for possessing unlawfully imported tobacco with intent to defraud revenue, allegedly assisting in moving the products across the state.

Victoria Police Commander Paul O’Halloran said the arrests are a significant step toward ending violent disputes over the illicit tobacco trade and keeping the public safe. “These crimes, including arson and extortion, have already caused tragic incidents, such as the death of Katie Tangey in January,” he noted.

Both men are expected to appear today at Melbourne Magistrates’ Court. The investigation, launched in November 2024 by an ABF taskforce, may result in further arrests.
