U.S., Greece, Cyprus, and Israel form joint front for energy security in the Eastern Mediterranean

7 November, 2025

A new chapter in regional cooperation unfolded in Athens this week as the United States, Greece, Cyprus, and Israel reaffirmed their commitment to energy security and stability in the Eastern Mediterranean.

Meeting at the Zappeion Megaron for the “3+1 Energy Ministerial”, the four nations issued a joint statement pledging to deepen collaboration on critical energy infrastructure, regional connectivity, and strategic resilience.

The meeting brought together the energy ministers of Greece, Cyprus, Israel, and the U.S., alongside co-chairs of the U.S. National Energy Sovereignty Council and the American Ambassador to Greece, Kimberly Gilfoyle. Central to discussions was the further development of the Eastern Mediterranean Energy Center — considered vital to regional stability and a cornerstone of future cooperation.

The ministers expressed support for major infrastructure initiatives under the “India–Middle East–Europe Corridor”, linking continents through energy and transport networks. They also underlined their intention to enhance protection of critical infrastructure and promote projects that connect the region to Europe.

A key focus of the declaration was the need to diversify energy sources and reduce dependence on “malicious actors”. The four governments emphasized that strengthening energy interconnectivity among “like-minded regional partners” is crucial for ensuring sustainable development and independence in the Eastern Mediterranean.

The statement also condemned Russia’s attempts to bypass international oil sanctions and fund its ongoing war in Ukraine, reaffirming a shared commitment to transparency and compliance with international law.

Finally, the ministers pledged to expand cooperation between Europe and Israel through new infrastructure projects aimed at boosting energy independence and regional integration. The next ministerial meeting under the “3+1 Energy Dialogue” framework will take place in Washington in the second quarter of 2026.
