Diplomatic sources: “The Libyan note verbale has no legal effect”

Greece has rejected the note verbale issued by the Libyan Permanent Mission to the UN on May 27, 2025, which concerns Greece’s initiatives to exercise sovereign rights in the Eastern Mediterranean. According to diplomatic sources, this note verbale has no legal effect and does not alter the existing international order.

Athens emphasizes that Libya is attempting to create disruption, but is unable to impose any legal consequences. Greece underscores that international law is not determined by unilateral declarations and is not influenced by the wishes of third countries.

The Greek government points out that this position is not new, as it has already responded to Libya’s claims and highlighted its stance in cooperation with Egypt. Specifically, Greece remains steadfast in its positions regarding the delimitation of the Continental Shelf and Exclusive Economic Zone, which must be based on the United Nations Convention on the Law of the Sea.

According to Greek diplomatic sources, the fact that Libya is resorting to unilateral actions, rather than seeking a resolution through dialogue, shows a lack of willingness to resume talks with Greece and Egypt. Greece, continuing its strategy through regional alliances and international law, will continue to defend its sovereign rights in every possible way.
