Eurobarometer: Greeks most concerned about cost of living and irregular migration — EU’s top challenges

According to recent data from the Eurobarometer survey published on 7 November 2025, Greeks are particularly worried about two major issues: the high cost of living and irregular migration.

The survey highlights how these concerns feature prominently in the public’s view of the key challenges facing the European Union as a whole.

In Greece, 45 % of respondents identified the cost of living as the greatest challenge, while 47 % pointed to irregular migration. These figures place Greece among the top EU states on these issues: Cyprus reported 63 % concern about irregular migration, while both Greece and Spain were at 47 %, and Austria at 41 %.

The Eurobarometer also indicates that across Europe, when asked about global challenges for the EU’s future, 38 % named irregular migration, followed by 29 % citing the rising cost of living, 29 % climate change, and 29 % defence and security.

Another notable insight is the shared belief among Europeans that the EU should increasingly act to support its industries, promote social fairness, and maintain its global influence. Specifically, 81 % agree that the EU needs to act so that its industries become more competitive and reduce greenhouse gas emissions, and 82 % believe the EU should work to ensure justice between different social groups.

These findings underline a dual pressure point for Greece: economic hardship at home and migration pressures at its borders. For the EU, the survey suggests that citizens expect the bloc to focus its efforts on managing living-cost crises, migration flows, and maintaining relevance and influence in the world.
