Mitsotakis rules out Turkey’s participation in EU SAFE program amid Aegean disputes

Greek Prime Minister Kyriakos Mitsotakis has reiterated that Turkey cannot participate in the EU’s Strategic Armaments Framework (SAFE) program as long as it maintains a casus belli against Greece and disputes the sovereignty of Greek islands in the Aegean.

Speaking from Brussels after the EU Summit, Mitsotakis emphasized that Greece has clearly stated that the necessary conditions for Turkey’s participation are not currently met. “As long as Turkey has an outstanding casus belli against Greece, and as long as the sovereignty of Greek islands in the Aegean is contested, we obviously cannot agree to such participation,” he said.

The Greek Prime Minister highlighted the EU’s progress toward a common European defense policy, including the integration of a national escape clause and the promotion of the SAFE program. SAFE is designed to encourage EU countries to participate in joint defense initiatives and collaborative procurement.

Mitsotakis also referenced key projects prioritized by Greece in the EU’s roadmap, including the development of an anti-missile shield and the protection of EU borders from drone attacks. He stressed the importance of ensuring that European defense plans cover all EU borders, not just the eastern frontier.

Regarding financing, Mitsotakis noted that funding instruments for these defense projects are still under development. He emphasized the need for legally sound proposals before frozen funds can be utilized.

The Prime Minister reiterated that the SAFE program requires the agreement of a third country with the EU for participation. Given Turkey’s ongoing disputes with Greece, the conditions for its inclusion are unmet. Mitsotakis expressed hope that Turkey might change its stance in the future but said no progress is expected in the short term.

On other matters, Mitsotakis discussed Greece’s housing measures, including rent rebates starting in November, and reiterated the government’s commitment to energy transition and competitiveness, highlighting the need for pragmatic and flexible policies to avoid undue burdens on households and businesses.

Finally, Mitsotakis mentioned the 5X5 multilateral initiative for coastal countries in the region, stressing that participation requires strict adherence to international law and maritime rights, with other topics, such as the climate crisis, open for discussion.
